ABSTRACT

Project Evaluation Management (PEM) includes the theories, methods, processes, approaches, and work to be performed to manage the determination of merit (quality), worth (value), or signicance (importance) in projects. With PEM, there will be a coordinated work eort and quality supporting documentation. Project Management (PM) contains some processes that involve evaluation:

• Cost analysis • Job performance review • Procurement audit • Risk assessment • Vendor rating

PEM should always consider the second-level evaluation processes (i.e., metaevaluation, reevaluation, triangulation, or meta-analysis). For example, an assessment of the policies used for vendor evaluations would be second-level evaluation processes, which check or double-check the integrity of the evaluation to ensure conformance.
