Many variations of this order are possible. The hypothesis may be proposed on the basis of experiments. Hypotheses known not to be strictly accurate may be proposed. Hypotheses may also be called models rather than theories. A model may be a physical description of a phenomena that is adaptable to mathematical analysis. In this case, the model may be something that is hoped will behave in a way similar to the system that produced the measured phenomena.
