ABSTRACT
The undercover purchase of evidence by informants is an investigative technique routinely employed in drug, stolen property, and weapons investigations. Known as a controlled buy, it is the controlled purchase or attempted purchase of contraband, controlled substances, or other items material to a criminal investigation from the target offender.1 The investigation is initiated, managed, overseen, and participated in by law enforcement personnel with the knowledge of the confidential informant (CI).2
