A federal judge sentencing a key cooperating witness in the trial of mafia boss John Gotti told those in attendance at the hearing that he considered the man’s decision to cooperate and testify a “leap from one social planet to another.”1 It is vital for the recruiting agent to accurately determine a prospective informant’s true motivation for taking that leap. Failure to accurately gauge an informant’s motivation has led to the deaths and serious injuries of innocent citizens,2 false arrests,3 wrongful convictions,4 lawsuits,5 scandals,6 and destroyed law enforcement careers.7
