ABSTRACT

Introduction Internet investigations are not limited to background investigations on applicants for jobs or clearances, but the issues surrounding cybervetting of individuals are significant and deserve specific attention. The principles for cybervetting may apply to other types of Internet inquiries. What follows are generic model guidelines designed as a starting point for a government agency or business entity and adaptable for the use of any enterprise. Because national, state, and local laws, regulations, and ethics vary as far as the Internet and privacy are concerned, these guidelines and the standards on which they are based are intended to comply with most current laws in North America and Europe, but not necessarily all of them. For example, some legislation forbids using certain types of Internet content, in certain ways, in screening job applicants. Legal review and customization should be a part of adapting the strategy, policy, and procedures modeled here.1
