ABSTRACT
The key challenge in recovery is to bring people, housing, and jobs together in the community so that a critical mass is achieved that will build upon itself. People, jobs, and housing are prerequisites to the healing or rebuilding of the social community. Depending on the extent of damage to social, cultural, and economic elements of the community, it may take years to redevelop them, but housing, jobs, and security are prerequisites.
