Because city logistics considers a broad range of benets and costs for both the public and private sectors, evaluation of city logistics schemes involves consideration of a wide set of issues relating to the problems they are intended to solve. Within the systems approach to city logistics (Taniguchi et al., 2001), evaluation involves the methodical comparison of the predicted consequences of schemes, based on a set of predetermined criteria.
