ABSTRACT

Industry has many roles in homeland security. Industry is supposed to make sure that it has effective measures in place for emergency response in any crisis, protection of all assets from terrorist attacks, and DHS partner resiliency. Industrial facilities comprise an important component of the DHS’s national protection plan. DHS plays a couple of roles in its interaction with industry: it is a partner to industry and it can assume an authoritarian role expecting industry to comply with its guidelines. It can be “directive” if a particular sector or organization is being negligent in securing facilities and making itself or the nation openly vulnerable to

attack or disaster. Industry’s role is namely to actively participate in its own protection, preparedness, and resiliency.
