ABSTRACT

Before beginning this section on intelligence, we want you to know one thing: we are not advocating for the collection of intelligence on domestic populations. Simply, this is not a method to utilize or justify spying. Our social intelligence (SI) model is based on emergency management aggregating already available information (e.g., unemployment rates, foreclosure rates, homeless numbers) and using it in ways to better prepare for, mitigate, respond to, and recover from disasters. The purpose is to gather quantitative data about a community for emergency managers so that they can engage in qualitative assessments regarding the interplay of the data with emergency management systems.
