Phase I — Situation You are an executive director of the Boy Scouts of America (BSA), an organization whose primary goal is the development of character and the training of young boys in the values and responsibilities of citizenship. The activities of the BSA are designed to instill leadership abilities and to foster values that will stay with the boys throughout their lives (Boy Scouts of America: About, 2014).
