ABSTRACT
Before issuing any REC, it is important that the core issues are clarified with the client, and thereafter that the objectives-both macro and microare documented and agreed upon. During that discussion, the issues and objectives should be stated using “native language”—that is, phrased in the client’s own words-and placed in the correct order of priority by the client.
