ABSTRACT
The congressional agenda is a crowded place. Organized interest groups and issues constantly compete for time and scarce resources. It was no small achievement then in the late 1990s when Congress and officials in the Department of Justice (DOJ) became focused on the tens of thousands of prisoners who were returning to their communities each year.
