ABSTRACT

There is no universal definition of terrorism. The term is very subjective, political, and dependent on personal experiences and perspectives. As the famous saying goes, “one man’s terrorist is another man’s freedom fighter.” Mia Bloom noted, it is telling that “more former terrorist leaders than American presidents have won the Nobel Peace Prize” (Bloom 2012, p. 18). The absence of a globally shared definition is often considered problematic for comparative research, transnational political cooperation, and international legal prosecution.
