ABSTRACT
Following 9/11, much of the focus of counterterrorism policies has been on Al Qaeda. The inability of the U.S. government and its intelligence agencies to foresee and disrupt the attacks was widely criticized, leading to a situation where Al Qaeda and its allies had to be destroyed in order to prevent further attacks on American soil.
