ABSTRACT

KOELZER 03.05. 1914 Seneca MO/USA 13.10. 1994 Fort Collins CO/USA Victor Koelzer obtained the BS degree in 1937 from University of Kansas, Lawrence KS, and in 1939 the MS degree from Iowa State University, Iowa City IA. He was from 1938 to 1940 junior engineer of US Geological Survey USGS, junior assistant engineer of the Kentucky Corps of Engineers until 1942, and from 1946 to 1956 from senior engineer to head engineer, US Bureau of Reclamation USBR, Denver CO, and Washington DC. He then was until 1969 engaged from hydraulic engineer to vice-president at Harza Engineering Co., Chicago IL, from when he was chief engineer, National Water Commission, taking over as president the Engineering Farms Inc. until 1984. Concurrently he served both as professor at Colorado State University CSU, Fort Collins CO, and as consultant from 1972. Koelzer was member of the American Society of Civil Engineers ASCE, the American Geophysical Union AGU, and of the American Water Resources Association AWRA. He was the recipient of the 1975 Julian Hinds Award of ASCE. Research interests of Koelzer included hydrology, sedimentation, hydropower, water resources, and the development and operation of irrigation land. He was involved as chief planner in the Guri Dam, Venezuela. This dam is currently one of the largest water power plants providing the lion’s share of its country’s electric power. A former CSU student stated that listening to Koelzer’s experience on international projects stimulated for the same sort of activities, so that his international assignments had a profound effect on the student’s life path.
