He was then until 1943 chief, Seepage Section, of the Waterways Experiment Station, Vicksburg MI, until 1954 chief of its Design and Analysis Section, assistant chief of its Embankment and Foundation Branch, when joining civil engineering contractors, becoming there vice-president and president until 1969, taking over as the general manager the newly established St. Louis office of McClelland Engineers Inc., a soils engineering firm. In 1980 he there took over as senior vice-president, and from 1984, Mansur was an independent consultant at St. Louis MO. He was recipient of the Thomas A. Middlebrooks Award, the Thomas Fitch Rowland Prize, the James R. Croes Medal, all sponsored by the American Society of Civil Engineers ASCE, of which he was a member. Mansur made research in soil mechanics and foundation engineering, with a particular interest in dewatering construction sites. His early investigations dealt with particular site conditions at places where hydraulic structures were erected. Later, he considered with colleagues issues of foundation engineering and levee erection on the Mississippi River. He also added to the standardization of pile tests. Anonymous (1959).
