SAVAGE H.N. 06.10. 1861 Lancaster NH/USA 24.06. 1934 San Diego CA/USA Hiram Newton Savage graduated as a civil engineer from the New Hampshire College of Agriculture and Mechanic Arts, Durham NH, in 1887, and in 1891 from Thayer School of Civil Engineering, Dartmouth College, Hanover NH, from where he also obtained the DSc degree in 1913. From 1888 Savage was an engineer with the Nashville & Tellico Railways Co. From 1889 to 1890, he was a chief engineer of the Hydraulic Mining & Irrigation Co., New Mexico. Other engineering works were made for the White River Junction in Vermont, and for the sewerage system of West Randolph VT. From 1891 to 1903 Savage was a chief engineer for the Land & Town Company, San Diego CA, and in charge of maintenance and operation of the Sweetwater Dam, San Diego CA. In parallel he was a consulting engineer to the US Government for the jetty at the entrance to San Diego Bay. He was a member ASCE. In 1903 Savage joined the US Reclamation Service, acting as supervising engineer its Northern Division. From 1904 to 1915 he was in charge of construction, operation, and maintenance of twelve reclamation projects. After retirement he was first consultant at Billings MO, and from 1916 at San Diego CA, thereby enlarging the Sweetwater Dam, and being the hydraulic city engineer from 1917. During this period falls also the design and construction of the Lower Otay Masonry Dam. Further works related to the Burrell Masonry Dam, and the Moring Dam. Savage made a world trip to inspect foreign dam designs in 1923. Two papers report on the works of the Sweetwater Dam in Southern California, a bold arch dam whose original construction started in 1886, with James D. Schuyler (1848-1912) then as designer. The 30 m high and 100 m long dam structure was made of uncoursed rubble masonry. It created a reservoir more than 6 km long. The third design included a siphon spillway, a side channel spillway allowing for a flood of 1200 m3/s to pass. In the tailwater, a stilling pool controls scour and energy dissipation.
