COLLINS 14.12. 1868 Narragansett RI/USA 19.09. 1937 Clarksburg WV/USA Clarke Peleg Collins completed the civil engineering course at the International Correspondence School, Scranton PA. In 1888 he joined the city engineer of Providence RI, and from 1890 to 1900 was employed as assistant engineer in the Mining Engineering and Survey Department of the Cambria Iron Company, Johnstown PA. He was engaged to study the water supply for its Water Company, and designed the No. 2 Dam on Mill Creek for the Johnstown Water Co., whose capacity was 340,000 m3. After having been engaged in private practice, railways projects and municipal engineering, he became in 1912 special engineer for a coal mine, designing treatment plants for water supply and the disposal of sewage at Windber PA. From 1914 to 1918 he was employed at Johnstown as sanitary engineer. His plans for the sewage system were approved by Rudolph Hering (18471923), serving for a population of 170,000. Until 1920 Collins acted as senior engineer, the US Shipping Board, Washington DC, in charge of sewerage, and sewage disposal. He then moved to Clarksburg WV, engaged in private practice until his death. In 1920 Collins was engaged by the Mountain Water Supply Company, Philadelphia PA, to study the pollution of its dam on Indian Creek by mine drainage. His report was the first relating to the pollution of streams by mines. Since that time extensive work was done in mine sealing to prevent stream pollution. In 1927 he was retained by Clarksburg to value the plant and holdings of the City Light and Heat Company in presenting its case to protestants before the West Virginia Public Service Commission. In 1933 and 1934, Collins prepared and submitted the data necessary for a large loan from the Public Works Administration for a sewerage system for Clarksburg; this grant was however not accepted. Collins has written several technical papers, namely on The Engineer on Development work, A comparison of the combined and separate systems of sewerage, or on Drainage and sewerage.
