ABSTRACT
Every facility is unique. The size of the facility, its overall goals, sources of support, and other factors will in large measure determine the details of how the facility is organized and run. That said, there are a few principles to be considered and decisions to be made prior to establishing a new facility. In this chapter, we will discuss the decisions to be made in establishing a new facility, such as the considerations of staffing and personnel management. Our suggestions are based on our own experience establishing our facility, as well as on our experience in assisting other institutions in establishing their own facilities.
