Just about anyone within the healthcare, insurance, government program, or claims systems, and anyone outside those systems is capable of committing healthcare fraud. However, it’s been my experience that as a group (with the exception of perhaps organized crime and hackers), most of the other fraudsters cause less total dollar losses than providers.
