ABSTRACT

The gap is an excellent descriptor in the business of threat and risk assessment to describe the state of safety and security that the facility is in currently to where it needs to be from a practical standpoint. Safety measures generally consist of life safety systems in a building that are required by the local fire code in a municipality. Safety and security measures as a result must be installed in layers together as part of an overall safety and security plan. Police and fire department officials should be included in this planning to ensure compliance with the law and correct interpretation of fire code regulations. Experience demonstrates, however, that managers must be very careful in the selection of closed circuit television as part of the security layering and they must never use is it as an isolated measure, lest it actually cause more problems than it solves.
