ABSTRACT

Team members began to piece together information that painted a very different picture of activity from what was described to the review team by the management group briefing before entering the facility. Examples of unknown problems included rampant cases of individual managers turning off or disabling the access control system for their own convenience and thereby leaving the facility wide open to the uncontrolled entry of unauthorized persons. Marijuana production also requires a large ongoing supply of water to keep plants growing and huge amounts of hydropower to keep hydroponic equipment functioning. Criminals may even resort to hydro theft by connecting to building electrical line feeds. Clandestine laboratories are another aspect of what is really going on in the building. These criminal enterprises can pop up in apartment buildings, condominiums, private homes, and abandoned facilities. The entire investigative process may involve the facility manager and employees who have intimate knowledge of the building and can assist investigators immensely.
