The strategic dimension requires that leaders set a strategy to bolster performance. Within Healthcare Affordability, the strategy and strategic plan should address all levels of the organization, and articulate how people, process, and performance play a role in accomplishing the purpose, vision, mission, goals, and objectives. At the strategic level, decisions can be made to improve customer targeting, business fundamentals, process and system improvement, and the alignment, development, and motivation of the people. As part of every strategic plan and deployment, it is a best practice for the leadership team to create a collaborative vision, mission, direction, goals, and objectives for alignment, motivation, communication, and execution. The top leaders and senior managers are at the strategic and systems level. Managers are positioned at the operational and process owner level. While the people comprise the tactical, procedural, value added support, and value added delivery level.
