THE BASIS FOR PRODUCTION AND PROCESS CONTROLS The basis of the GMPs is that quality must be built into the product at every stage of its manufacturing, packaging, and labeling and that it is inadequate and unacceptable to simply test the final product to determine that it is satisfactory. To reliably achieve the desired outcome of consistent excellence in quality and safety, certain controls are necessary. This requirement is stated in §111.55.
