ABSTRACT

The best-designed process model or technique is meaningless unless it is integrated efficiently and effectively in the organization. Effective integration means that the return on investment (ROI) process is blended into the routine of an organization and is fully endorsed, at all levels, by those who must make it work. The move from initial, start-up impact projects to an integrated evaluation culture begins with transition planning. Individuals frequently have different views on whether a change is needed, what is driving it, and how much impact it will have. It's important to remember that no one in the organization will support a results-based change effort without some understanding of why the change is needed and what benefits it may produce. Many practitioners are also deterred from pursuing systematic evaluation efforts because of false assumptions about the cost and complexity of implementing evaluation at the ROI level.
