Collecting data requires that the readers plan their questions and present them in such a way that they can collect the most credible and reliable data possible. The measures defined to meet their objectives become the basis for the questions they ask; then, they decide the sources and the methods they can best use to ask those questions. There are a number of data collection methods. The answer to the question as to which method to choose is, “It’s situational.” If a measure of training success is that participants view the environment as conducive to learning, then we need to define “conducive.” During the early 1990s, Jack Phillips modified the definition of Level 1 as originated by Donald Kirkpatrick. Phillips’s modification included addressing “planned action.”.
