ABSTRACT
The question of the impact of reserved powers on devolution is an intriguing one, and one which due to the fledgling nature of the Scottish Parliament, and the current polarisation of views of all sides of the political spectrum, may be too early to address conclusively. However, its importance must not be underestimated, particularly the impact of such powers on the Scottish economy in relation to Scottish tourism policy e. g. interest and exchange rates, employment legislation, fiscal policy. It is equally important to understand how devolution evolved, why certain powers that are vital to the Scottish economy were reserved, leaving devolved ones undesignated, how these were decided, the tensions this engendered, and what it meant in the longer-term to Scottish tourism.
