ABSTRACT

The last years of the twentieth century witnessed the ongoing ‘modernization’ of the British constitution: the House of Lords is to be reformed; devolution to Scotland and Wales is a reality; and electoral reform is on the political agenda. Meanwhile, European integration continues to have profound effects on the UK political system. The political landscape has also changed in that the old divisions between ‘left’ and ‘right’ have largely disappeared. The argument is no longer ‘socialism or capitalism?’ rather it is ‘which kind of capitalism?’ In practical terms, this means that we see a Labour government promoting free-market policies and fostering links with business.
