ABSTRACT
While Power at its zenith could sweep all before it, victory was never total and absolute for its reach never extended globally. To become Master of the World might be an ambition. But other Power groups occupied other regions of the world and were out of normal reach. Occasionally their oscillating frontiers met. Then one empire would grow at the expense of another so that the situation for any one Power group never remained stable.
