Power demands control and absolute Power demands absolute control. As Rulers need to exert their control over people, they surround themselves with henchmen on whose absolute loyalty they can count. To this number are added compliant lieutenants who can be relied on to manage the provinces of empire by the standards the Ruler lays down.
