ABSTRACT
It’s conspicuous that buildings designed and built without care, or whose tenancy and management structure encourage tenant dependency on faceless or exploitive owners, rapidly deteriorate into slums. A generation ago, slums used to mean buildings with physical deficiencies. Today’s slums are buildings from which care is absent.
