ABSTRACT
Higher education is taken to mean all post-secondary education.
Table I gives the main types of institution covered in this section,
although the Open University will not be specifically detailed. No
particular institution is without its peculiarities of one sort or another:
siting; constituents or functions.What follows, therefore, is a series of
generalisations which may or may not apply in another time or place.
