ABSTRACT

The Special Panel of the FCC Advisory Committee held its long-anticipated meeting February 8–11, [1993], it was introduced by a number of participants in their opening remarks as an "historic" event. The first important thing that happened at the Special Panel meeting was the elimination of the Narrow MUSE system from further consideration. But the Special Panel meeting was the first time that all of the results of the testing were examined by a body with the authority to make any real decisions. Much of the activity of the Special Panel meeting surrounded the filling in of a table that listed various performance attributes of Advanced Television (ATV) systems. The proponents politely argued back-and-forth among themselves and with members of the Special Panel as to why they should be awarded each of the stars – to the point that the table came to be called the "Star Wars chart.".
