ABSTRACT
In one sense, the skills of leadership do not differ radically between lower and higher levels of organizations. Both the first-line supervisor and the chief executive are concerned with diagnosis and action. Thus, the fundamental skills necessary for effectiveness are the same regardless of organizational level.
