ABSTRACT

Britain has a free press. There is no censor and no licensing, and anyone can publish a newspaper provided they do not break the law in doing so. The press is in private hands. There is no Government controlled newspaper, no Government shareholding in a newspaper, and the press gets no form of Government help other than exemption from VAT. The sessions of Parliament are open to the press and the workings of the Government are reported and commented on, as are the workings of all other public institutions.
