ABSTRACT
In effect, that is what sessions A, B and C have all been about. In Session A we looked at what changes were needed (What is being proposed?) and whether or not the proposal was viable. On page 14 we asked the following questions and said that if the answer to any of these questions is ‘no’, the project is unlikely to be considered viable:
■ Does the organization have to undertake the project, or is it discretionary? Assuming it is discretionary, further criteria must be applied.
