ABSTRACT

The National Aeronautics and Space Administration (NASA) is in the midst of a process of evolution and change, largely dictated by tight budgets, dwindling resources, and a shrinking work force. President Clinton and Vice President Gore have pointed to NASA as a prime example of their National Performance Review initiative to “reinvent government” by reducing bureaucracy, cutting costs, and improving efficiency. The Tennessee Valley Authority’s Fossil & Hydro Power’s service is electricity. The Tennessee Valley Authority is a federal agency, but it has many characteristics of a private corporation. Eighty percent of the electricity it generates is from fossil plants and from hydro units. Federal Supply Service, Northeast and Caribbean Region (FSS NECR) is a division of the US General Services Administration. FSS NECR’s key services are procurement and management of a wide range of office supplies, paper products, and packaging materials; quality assurance and contract administration of suppliers; and lease cars, trucks, and various special vehicles.
