When 33 socialist co-operatives and 10 townships merged to form Yangyi Commune in September 1958, some people proposed that the Communist Party organizations in the area should also merge with the commune. This was overwhelmingly rejected on the grounds that it ‘confused the highest form of organization of the working class’ (the Party) ‘with a non-Party revolutionary organization’ (the Government).1 The Party, it was pointed out, was responsible for political guidance and planning; it was not to take over administration.
