ABSTRACT
‘There are only two qualities in the world,’ said George Bernard Shaw, ‘efficiency and inefficiency; and only two sorts of people; the efficient and the inefficient.’ The focus on the concept of ‘efficiency’ is relatively recent in primary school management, having been encouraged by developments such as the Local Management of Schools (LMS). Efficiency has been brought into particular prominence by the Office for Standards in Education (OFSTED) inspection system.
