ABSTRACT
The world would be just, as well as peaceful, if every agent in the international world were willing and able, now and in the future, to act in accordance with universally acceptable principles and procedures of justice. In an age when disputes and acts of aggression can lead to enormously destructive wars there are both prudential and moral reasons for wanting to achieve a just and peaceful world. Why, then, can't we do so?
