ABSTRACT
A corollary of the Prime Minister’s position as lynch-pin of the government machine is his superior access to information. He can keep abreast of progress by studying Cabinet and committee papers-he alone amongst ministers gets the papers of all committees-and by selective reading of inter-departmental correspondence, the most important of which is copied to him. No other minister receives so much information about so many departments.
