ABSTRACT
The press secretary’s job is unusually sensitive: that is why Prime Ministers, unusually, are allowed to change them pretty much at will, and to make external appointments if they wish. The sixteen postholders since 1929 have been four journalists and twelve civil servants (listed in Harris 1990).
