ABSTRACT

This short guide is intended for students who want to read further on specific aspects of the Cabinet system. Full bibliographical details are given in the Bibliography.

In the first edition of this book I bemoaned the paucity of writing on Cabinet government. Things have improved slightly, but so many crucial documents remain unpublished that I suspect some authors of wilful obscurity. Amongst notable omissions, Lord Hunt’s 1983 lecture on ‘the hole at the centre of government’ remains unpublished, Sir Robert Armstrong’s 1986 lecture explaining the work of the Cabinet Office (the only one by a serving Cabinet Secretary) appeared in print only in French, and John Barnes’ essay on the symbiotic model of Cabinet government was for years available only in the transactions of the National Parliament of Peru.
