ABSTRACT

This chapter focuses on the tender, which is the guiding light to the Site Team. Proposed changes to tender methods should be carefully considered as to whether they are more cost effective and do not affect the overall planned resource balance. To understand the tender the Site Team must appreciate the way in which the majority of Main Contractors arrive at their tender and the pressures which cause it to become an imperfect document. So that the Contractor's costs are not reflected in the Bill of Quantities descriptions, individual Activity Schedules or Milestones. The rate for each bill item is obtained by adding laterally, except when it is decided to spread monies through the bill as is described later under the heading "Completion of the Form of Tender and Bill of Quantities". Up to tender review the objective has been to produce an accurate estimate of the cost to the company for executing the works.
