ABSTRACT
Admiral. He led the naval build-up prior to US participation in WW2, including the initial build-up of anti-submarine forces in the undeclared campaign in 1941 against Germany’s accelerating Atlantic U-boat offensive. He was CNO from August 1939 until March 1942, when Admiral Ernest KING relieved him.
