ABSTRACT
Vitse-Admiral. He was an Arctic explorer, and a rising star in the tsarist navy. He had moderate success in the Baltic, 1914-16, and better success in the Black Sea, 1916-17. He was briefly the head of a White Russian government in Siberia in 1919.
