ABSTRACT

The revised National Curriculum sets a commitment to match the needs of all pupils, including those with special educational needs (SEN) and disabled pupils, within the commitment to ‘inclusion’ of all pupils (DfEE/QCA, 1999a). Inclusion encompasses the right of all to feel they belong and can achieve in school; it underpins the expectation that the mainstream school will be the place in which increasingly all pupils will be educated.
