ABSTRACT
In the past there was a tendency to think that children were like ‘empty vessels’ who knew nothing until they were filled with knowledge by schools. In the worst cases this meant that parents and children felt intimidated by schools: the schools suggested that they knew best and that parents were not really much to do with education. The Bullock Report signalled that a change in such attitudes was necessary.
