ABSTRACT

Against the background, on the one hand, of a predominantly positive global experience of the decentralization of government and, on the other hand, of the efforts made in the past, unfortunately with little success, to implement complex development and cross-section reform projects effectively, an attempt will now be made to derive a comprehensible and logical approach to action from these two positions, combining one with the other. This will depend on the general application of the principles of simplification, subsidiarity and least possible government intervention referred to above.
