ABSTRACT

What concerns are forming and driving Norway's aid policy - basically altruistic ones or (enlightened) self-interests of various kinds? What does Norway want to achieve by way of aid and why? And how does it proceed? To what extent is the policy formed through endogenous policy processes or through adaptations to internationally driven processes? To what extent and how have the transformation of the international system which took place in the early 1990s and the evolving shifts in international development and aid paradigms during recent years (see Chapter 1 of this volume) affected the main features of Norway's policy towards developing countries: towards international convergence?
